Yeah -- the first chapter of Iron Council is in the back of the paperback The Scar (I didn't read it). It takes place 25 years later than the first two books.
I didn't think Miéville -did- try to explain his world; he just showed more of it, with different Wierd Science. I did find the protagonists, if anything, less likable than in the first novel, but found the plot more coherent; you win some, you lose some.
